Alternative Procedure for Inter-Country Adoption (RA8043)
A verified petition to adopt a Filipino child may be filed by a foreign national or Filipino citizen permanently residing abroad with the Regional Trial Court having jurisdiction over the place where the child resides or may be found. Upon receipt of the Petition, the Court reviews it if the Petition is sufficient in form and substance. After finding the Petition to be sufficient in form and substance, the Court forwards it to ICAB for appropriate action. The case is automatically removed from the jurisdiction of the Court.
This process is expensive and the processing time is longer. Hence, this is not recommended.
